About
The U.S. Department of Transportation’s Disadvantaged Business Enterprise (DBE) program ensures nondiscrimination in the award and administration of DOT-assisted contracts in the Department’s highway, transit, and airport financial assistance programs and seeks to create a level playing field on which DBEs can compete fairly for DOT-assisted contracts. FTA’s Office of Civil Rights is responsible for monitoring FTA recipients' and transit vehicle manufacturers' DBE programs and ensuring their compliance with DOT's DBE regulations.
In compliance with the regulations set forth by the FTA, CAMBUS has prepared a Tier 1 DBE plan in anticipation of allocating more than $670,000 in federal dollars annually for third-party contracting opportunities.

Disadvantaged Business Enterprise (DBE) Program
Public comment period
University of Iowa Cambus invites the public to give feedback on its proposed Disadvantaged Business Enterprise (DBE) program. The public comment period will be Friday, May 30, 2025 until 5 p.m. on Monday, June 16, 2025.
What is the DBE program?
As a condition of using federal funding from the Federal Transit Administration, University of Iowa Cambus is required to maintain a DBE program, which outlines actions that University of Iowa Cambus takes to encourage or facilitate DBEs to participate in contract solicitations.
The Iowa Department of Transportation certifies DBEs and University of Iowa Cambus utilizes their directory to confirm a company’s status.
This program aims to ensure nondiscrimination in the awarding and administrating of DOT-assisted contracts and to create a level playing field for DBEs to compete for those contracts.
University of Iowa Cambus invites public comment on the proposed program that can be found on the University of Iowa Cambus webpage. The program document is also on file in the Metropolitan Planning Organization of Johnson County (MPOJC) Office, located in the lower level of City Hall, 410 E. Washington St.
The public comment period concludes at close of business, 5 p.m. on June 16, 2025.
