Rates and Pricing

Why are rates increasing?

The variable fuel rates and vehicle lease costs have increased significantly over these past few years.  While these costs increased multiple times, much of the impact was not previously passed along to riders. These updates help ensure the program can continue operating reliably long-term. 

Why move to distance-based tiers?

We’re simplifying our rate structure to create a more consistent and equitable pricing model. Distance-based tiers better reflect the actual commute distance and operating costs for similar routes, helping ensure members are charged fairly while allowing the department to sustainably subsidize the vanpool program.

What is the new pricing structure?

Rates will move to a distance-based system using a van’s one-way commute distance:

  • Tier 1: 0–10 miles
  • Tier 2: 11–20 miles
  • Tier 3: 21–30 miles
  • Tier 4: 31–40 miles
  • Tier 5: 41–50 miles
  • Tier 6: 51+ miles

How is my distance calculated?

Distance is based on your van’s average one-way daily miles.

When will the new rates take effect?

Rate changes will begin July 1, 2026, and will be phased in over the next fiscal year and all vanpools will be at the new rate by July 1, 2027.

Will everyone see the same increase?

No. Each van is in a different position today, so increases will vary. Some vans are already closer to their final rate and may see fewer adjustments.

What will my specific rate be?

Van-specific rates and timelines will be shared with each group in early June.

Will rates increase again after the year?

There are no planned increases beyond this transition. Future adjustments would be communicated in advance. We will try to keep our rates affordable for the those in the vanpool program however, if our expenses increase, we will need to increase rates at that time.

Is the program still subsidized?

Yes. The vanpool program continues to be subsidized by the Parking and Transportation Department. 

Van Size and Capacity

Why are vans limited to 6 riders?

Feedback has consistently highlighted comfort concerns, especially with three riders in the back row. Standardizing at 6 riders improves space and aligns with safer seating expectations.

What happens if our van currently has 7 riders?

No one will be removed. Your van will transition naturally to 6 members over time as riders leave the program.

Can exceptions be made?

No, this will be a program-wide standard to ensure consistency, safety, and fairness.

Impact and Options

What if I can’t afford the new rate?

We understand this may be a significant change. We can help explore:

  • Different vanpools
  • Carpooling
  • 380 Express (for those commuting between Cedar Rapids and Iowa City)

Will fewer riders make my cost higher?

The new pricing model is already based on a 6-person van with 5 members paying so rates are standardized regardless of prior rider count. 

Can I switch vans?

Possibly, visit the My Van Pool portal [link] to add your name to a van’s waitlist. Once a seat is available for you, an offer will be sent to your university email address.

Can I leave the program if these changes don’t work for me?

Yes. If you decide to leave the program, you can follow the standard withdrawal process. Riders are required to give a 14-day written notice to withdraw from their van pool. Drivers are required to give a 60-day written notice unless a new driver can be found sooner.

No. Changes will be applied automatically, and you’ll receive more details soon.

When will I see the new rate?

Your rate will update according to the personalized schedule provided in your email.
